Rust lookins in my betta's tank?

It's on one of the ornaments and a few spots on the gravel. It's not a thick growth, more like a layer or simply discoloration. I can't really tell. It's a ten gallon with a male betta in it. Does anybody know what this could be? Is it harmful?
