How do I handle my 9year old granddaughter?

She is nasty and disrespectful everytime she can. Mom works and I,m home, and dad is overseas. What can I do to get more respect. Her trama is filtering down to her 5year old sister and i,m concerned. Both mom and i talk to her but it only works for awhile. How do we get through to her????
