Testicular surgery possible?

Is there such a thing? My boyfriend's scrote pretty much begins exactly where his ends. Basically he doesn't have a taint. This wouldnt be a big deal except A) I accidentally touch his more times than I would like and B) his scrote usually has a streak going down the back of it. As you can imagine, this isn't an ideal situation. He said he would have the operation done if he could but he has never asked a doctor or plastic surgeon about it. He said it would be medically beneficial because he accidentally sits on his testicles far too often and it causes him pain. Is this an actual operation?
